Parish Council

The Parish Council is the level of elected government that is closest to the community, with the unitary authority of North Yorkshire above it in the democratic hierarchy. The Parish Council serves to represent the views and concerns of all residents of Goldsborough and Flaxby and seeks to ensure that local matters are addressed and dealt with, both within the Parish and within the wider locality.

    Neil Taylor

    Chair
    Neil has been a GFPC Councillor since 2018 and has lived in Goldsborough for over 25 years where he and his wife, Karen, raised their three children - all now flown the nest. Neil originally came to Yorkshire to work in Leeds as a Finance Director and retired, mostly, a few years ago. Enjoying outdoor pursuits and travelling, Neil spends time golfing, cycling, walking and gardening and when he can enjoys dining out and visiting theatres.

    Steve Rowe

    Councillor
    I have lived in Goldsborough, off and on, since 1984.  A career in the chemical industry resulted in my family and I living for many years in Holland, Belgium and The Republic of Ireland. My many roles included Global Operations Manager for ICI’s worldwide computing and telecoms, Business and Marketing Director of ICI Acrylics and a member of ICI’s Knowledge Management Board.  Outside corporate life, I was Chair of Governors at King James’s School for 12 years.  My hobbies include foreign languages, model engineering and painting.

    Dennis James

    Councillor

    Karen Howells

    Councillor
    Karen has lived in Goldsborough since 2011. She joined the parish council in 2024. She recently retired. Her nursing career includes over twenty years working as a nurse including senior roles in infection control and intensive care. Karen took a career break to raise her family. During this time, she was Chair of Governors at Barkston Ash Primary School. She returned to work at Marks & Spencer where role grew to include responsibility for fire, health and safety and holds a national qualification in health and safety. With the advent of the COVID pandemic she returned to the NHS and worked in the vaccination programme for two years.

    William Elliott

    Councillor
    Having lived in Flaxby for 25 years with his wife, Allison, William is currently Flaxby’s Parish Council representative. A farmer’s son from Northumberland and a chartered accountant by profession, William worked in Corporate Finance in the accountancy profession until he retired and now occupies his time with family, some charity work and his hobbies, including keeping several hives of honeybees.

    Andrew Kay

    Councillor
    Andrew brings a strong combination of local commitment and diverse professional expertise to his candidacy for Goldsborough Parish Council. A resident of Goldsborough for over three years, he is deeply invested in the future of the village. He offers a wealth of commercial experience developed across key sectors, including local government, the NHS and retail. Andrew firmly believes that small village communities are a vital part of rural life and is committed to using his skills to support and enhance Goldsborough and Flaxby.
